Police reported numerous incidents of "civil unrest threatening the public health, safety, and welfare of our residents and visitors alike," locking down the boardwalks between 1 and 2 a.m.

Comments on social media indicate a beach meetup may have been planned and that throngs of teenagers had taken over the beach, however, police did not specify what prompted the State of Emergency.
